Academic assistance
If you require academic assistance and your enquiry is specific to a unit, you may send an email or a fax directly to the Unit Chair. The Unit Chair will reply via email, fax or telephone. Please be specific and leave appropriate contact details. Administrative enquiries should be directed to CPEE, not the Unit Chair. For academic queries students should contact the appropriate Unit Chair. However, if you do not receive an answer to a standard enquiry within 48 hours, please contact CPEE.
Assignment Submission
Please read the following rules carefully as not complying with them could affect your assignment result and the return of your assignment.
- Assignments must reach CPEE by the due date. The use of express post, priority paid mail, certified mail or courier is highly encouraged. It is inevitable that occasionally an assignment will go missing if posted, always keep proof of delivery.
- Faxed or emailed copies are not accepted. Note that Chifley Business School units require emailed submissions.
- Assignments received more than three weeks after the published due date will be returned unmarked.
- CPEE does not grant assignment extensions prior to the due date.
- Assignments submitted after the due date (but before the end of the three weeks cutoff period) must have a written reason, with supporting documentation, as to why the assignment was submitted late. It is also important that the number of days cited in the supporting evidence corresponds to the number of days that the assignment is late. These assignment marks will be held until after the final examination and will only be taken into consideration where a candidate’s final exam mark is a marginal fail. Extenuating circumstances such as illness or personal crisis will be considered, however being busy at work is not, by itself, sufficient reason to be late in submitting your assignment.
- Always keep a copy of your assignment.
- Assignments are to be submitted by all students for all units. Only students who have been granted a deferred examination from a previous Study Period are exempt from submitting an assignment in the current Study Period. If you are unsure please contact CPEE.
- Assignments must be signed under the declaration paragraph on the assignment attachment sheet. Failure to do so means that the attachment sheet will be faxed back to you to be signed and will not be recorded as received until the form is signed and faxed back to CPEE.
Assignment Re-Mark
Students requiring a re-mark of their assignment paper must apply in writing, include their marked assignment and supporting documentation and the appropriate payment as outlined below. The Unit Chair will assess each request. CPEE will notify each student of the outcome in writing. CPEE cannot guarantee the notification of the outcome of your re-mark application prior to your examination
Examinations
Examinations
Student are required to sit an examination at the end of each study period.
- Student will select a suitable exam location from the list provided with the enrolment form at the begining of the study period.
- Confirmations will be issued
- Venue & supervisor will be aranged by the University
CPEE is not able to change the scheduled examination dates under any circumstances.
ITEMS PERMITTED IN THE EXAMINATION ROOM The following information must be read carefully as failure to comply with the rules outlined may result in disciplinary action. Examinations are closed book, and only a Standard English Dictionary is allowed. Text retrievable calculators or calculators with word processing facilities are not permitted in the examination room. Hand-held, battery or solar operated, non-print out calculators are permitted.
EXAMINATION REQUIREMENTS Students undertaking examinations are required to bring the following material to the examination:
- Examination notification letter sent by CPEE/CBS
- Student udentification number
- Photographic Identification
SPECIAL CONSIDERATION Special consideration may be given in extenuating circumstances (i.e. illness or personal crisis) if it affects your exam performance. Applications for special consideration, including supporting evidence, must be forwarded within 5 working days of completing your exam. Requests for special consideration will be considered during the marking of examinations and calculation of final grades.
FAILURE TO ATTEND Candidates who fail to attend an examination at the time and date outlined and who have not been granted a deferment or withdrawal from that unit, will be recorded as a Did Not Sit (DNS). If candidates do not submit a deferment or withdrawal form by the correct dates and attempt to re-enrol in that subject in the following study period they will not be sent study materials until results have been finalized.
DEFERRED EXAMINATIONS A student may apply for a deferred examination if they are unable to attend the examination on the designated date and/or time due to extenuating circumstances. All requests are treated individually and must be made in writing to CPEE. Supporting documentation, e.g. medical certificate, must be attached. Deferred examinations are only granted under extreme circumstances.
Deferred examinations are only available to students who meet the following criteria:
- a passing grade was obtained in the assignment for the study period,
- a deferred examination has not previously been granted in this unit,
- the circumstances under which a deferred exam are being sought are deemed extenuating.
If granted, the examination MUST be taken in the following study period's examination period, and the assignment mark will be carried over to the following study period. Further study guides, assignments etc. are not provided. CPEE will confirm deferred examinations in writing. Students who wish to apply for a deferred examination must complete the appropriate form in this booklet and submit it to CPEE prior to the examination, where possible. To be considered, applications made after the examination must be received within 7 days of exam.
Examination times and dates are fixed and cannot be altered under any circumstances
THE ‘EXAMINATION INVIGILATOR SUPERVISOR NOTIFICATION FORM' MUST BE COMPLETED AND RETURNED EACH STUDY PERIOD
Credits
Credit is available for previous, relevant, postgraduate study, excluding Masters degrees. No credit is available for units studied as part of a completed Masters degree. Study must have been completed within the last ten years. Each case is reviewed individually.
Prospective and existing students seeking credit must apply during enrolment periods (November/December for Study Period 1 and April/May for Study Period 2). Applications received outside these periods will not be assessed until the next assessment time. Applications for credit from existing students will only be available for courses completed after the initial enrolment in a CPEE program. Applications are assessed based on documentation submitted and must include:
• A certified copy of formal statement of academic results • Statement/details of course structure • Summary details of course subjects/syllabus • Certified copy of certificate of completion (where available)
Applications that do not include all necessary information will not be assessed.
Unit Exemptions - GUIDELINES
Guidelines for Candidates Applying for Unit Exemptions in the Graduate Certificate in Pavement Technology, Master of Technology in Pavements and Master of Engineering in Pavements
1. Applications for Unit Exemptions are to be lodged with CPEE on the Credit Application form.
2. A Unit Exemption is offered to students in recognition of previous studies. Each case is reviewed individually. Where possible the amount of credit offered will be established before the applicant enrols in the course.
3. Previous, relevant postgraduate study in an equivalent area can be used as the basis of an application for an exemption from a CPEE unit. In this situation applicants need to provide a copy of the syllabus or outline of the unit(s)/subject(s) completed, a copy of the results and a copy of the certificate if the entire course has been completed. A Unit Exemption is based on documentary evidence of a candidate’s past studies including complete qualifications and individual units from degree and diploma courses offered by Australian/New Zealand universities and colleges. Other learning is assessed in comparison with the content and standard of the unit from which an exemption is sought. All academic papers submitted with the application must be certified “true copies” of the original document.
4. Qualifications acquired more than 10 years previously are not recognised or may be recognised in part only if the applicant is not able to provide evidence of substantial relevant experience in the intervening period.
5. Applications are assessed by the CPEE Academic Board and the outcome may involve:
a) The applicant is advised that their application was successful or b) The applicant is advised that their application was unsuccessful and some explanation given. or c) The applicant is asked to appear for an interview or d) The applicant is asked to complete a test (examination) under supervision
If the committee is unable to decide whether to grant an exemption or not it may: -
a) Ask the applicant for more evidence to support their application b) Ask the candidate to resubmit their application in a different form c) Contact the candidate’s supervisor for more information about the applicant’s background.
Deferring from a unit
Deferral of a unit must be made in writing. Students wishing to defer must use the form enclosed in this handbook. Please see relevant dates on the Deferment Application form.
All deferrals will be confirmed in writing by CPEE. A reduced enrolment fee, as outlined in the confirmation letter and deferral form, is payable upon re-enrolment in that unit. A new assignment and sample examination will be issued.
CPEE makes every effort to ensure that the study guide has as long a life as possible, however, it is most important to maintain accuracy, relevance and currency of the study material. CPEE guarantees study guides for two study periods, the initial enrolment study period and the study period following. If you defer for longer than one study period, please contact CPEE to determine if your study guide has been revised. If a new study guide has been introduced the full enrolment fee will be payable.
Fees are paid upon re-enrolment in a unit, so please do not send any payment with the form. There is no refund of fees for a deferral.
Withdraw from the program
If you do not intend to re-enrol in a unit, or wish to withdraw from the program, you will need to complete the Withdrawal Application form after reading below.
If study in a unit cannot be continued in a study period, but you may take up the unit again, we recommend deferring from that unit, (see above).
Applications to withdraw an enrolment are considered where extenuating circumstances are demonstrated with appropriate documentation. Students wishing to withdraw may use the form enclosed in this handbook.
Students who withdraw before the Census date (see Timetable) in each Study Period must return their undamaged, unmarked study guides if they wish to receive a refund. Withdrawals after the Census dates will not be provided with a refund.
Withdrawal applications made after the processing of each student's enrolment, but before the dates outlined above, will receive a full refund. Refunds are not available after the Census date (see Timetable) in each Study Period.
Students who have re-enrolled in a deferred unit are required to pay the full fee
Academic Results
Academic results are issued in late July for Study Period 1, and mid December for Study Period 2. Students are always keen to receive their exam results, and the CPEE Staff attempt to provide these quickly. On completion of the initial marking of examinations, a number of procedures are followed before results are available for distribution. These procedures are imperative to ensure the accuracy of results for all students, fair and appropriate moderation and the integrity of the program. Results will be sent via email to each student.
PROCEDURE FOR PROCESSING ACADEMIC RESULTS
- Data entry marks are double checked for accuracy.
- Student attendance is double checked against exam roll.
- All marginal and fail grades are automatically reviewed.
- All requests for special consideration are considered.
- Late assignment applications are considered.
- An Examiners Committee assesses and moderates examination results

| Grade Descriptions: As a guide for examiners and students:
Fail: The student’s performance fails to satisfy the learning requirements specified and/or has failed to address the assessment requirements correctly.
Pass: The student has addressed the assessment correctly and the performance satisfies all of the basic learning requirements specified and provides some basic level of understanding of the subject matter. The student’s performance could be described as satisfactory, adequate or competent.
Credit: The student has addressed the assessment requirements correctly and the performance, in addition to satisfying all of the basic learning requirements specified, demonstrates a level of insight and ability in researching, analysing, and applying relevant skills and concepts. The student’s performance could be described as better than satisfactory, adequate or competent but not outstanding.
Distinction: The student has addressed the assessment requirements correctly and the performance, in addition to satisfying the basic learning requirements, demonstrates distinctive insight and ability in researching, analysing and applying relevant concepts. The performance also shows a well-developed ability to integrate and evaluate knowledge. The student’s performance could be described as distinguished; there is clear demonstration of some additional reading and research, of the ability to apply knowledge more creatively to a wider range of situations, and of a greater depth of knowledge.
High Distinction: The student has addressed the assessment requirements correctly and the performance, in addition to satisfying the basic learning requirements, demonstrates distinctive insight and ability in researching, analysing and applying relevant concepts. The student’s performance could be described as outstanding; there is a clear demonstration of having undertaken additional reading and research, of have a high level of ability to apply knowledge more creatively and to a wider range of situations, and of an excellent level of knowledge.
Failed Units Students who need to re-sit a unit after failing, must attempt both the assignment and examination again. If you delay enrolling in a failed subject for longer than one study period after the initial fail, please contact CPEE to determine if your study guide has been revised.
Special Entry Policy - CPEE POSTGRADUATE DISTANCE LEARNING PROGRAMS
Preamble This information is provided to applicants seeking entry to the CPEE postgraduate programs without having completed a three or four year tertiary degree. Departure from this normal standard of entry raises issues such as the ability to cope with the demands of the program and the value of the program to the applicant.
The Normal Standard of Entry The majority of candidates entering the CPEE program will have completed a four year tertiary degree leading to a professional qualification, and will have at least three years experience. Many entrants also have a second tertiary qualification, sometimes at postgraduate level.
Special Entry A limited number of applicants are accepted who do not meet the normal standard of entry. These people are usually mature-age and have had an appropriate engineering/science education. They will have demonstrated their ability in pavement engineering by rising to a position of responsibility in terms of the design, construction or maintenance of a significant network of road or other pavements.
The following must be submitted by the due date in order to assess an applicant’s suitability to enter the CPEE program: • details of previous education; • comprehensive Curriculum Vitae including references; and • letter of support from their employer regarding the candidates responsibilities, the candidates ability to cope with the required study demands, organisational support and relevance to the individual’s career opportunities.
The program accepts a small percentage of its intake each Study Period as Special Entry applicants. To identify these successful applicants, points are allocated on the following basis: • relevance of the CPEE program to the applicant • the applicant’s ability to cope with distance learning at the postgraduate level • letter of support from the applicant’s employer • the applicant’s pavement engineering experience and responsibilities
The allocation of points in each of these categories is detailed on the following page. The maximum number of points available are 40 and to be considered for entry an applicant would need to accumulate a minimum of 28. Where there are more applicants with 28 or more points than the number which can be admitted into the program(s) in any given Study Period, all applicants will be ranked according to their total points and places allocated to the highest ranked applicants.
Special Entry applications will be assessed based on the material received in the original application, applicants will not be contacted to provide further information although referees may be contacted. It is important that all four categories of the entry criteria are addressed.
Factors which are considered for Special Entry and Points Allocation
1. Relevance of the Program to the Applicant CPEE programs are for professional pavement engineers and units of study focus on specific topics of relevance to the practice of pavement engineering.
An applicant will be allocated points based on their ability to demonstrate the following: Relevance of program to current responsibilities – maximum points available 5. Expected outcomes/benefits of undertaking the program – maximum points available 5.
2. Coping with Postgraduate Study and Distance Learning CPEE programs have been designed for people who have gained a tertiary qualification in engineering and who, as a result, should have acquired a facility for independent study with a minimal amount of direct assistance. The program also assumes reasonable background in areas such as mathematics.
As well as having to cope with programs designed for mature people, the assessment and standard to be achieved is also set by the level of achievement expected of mature people in programs of this type. Candidates are required to submit copies of course certificates and tertiary education results in order to display an ability to handle Postgraduate study.
An applicant will be allocated points based on the following: Any previous post secondary study at a recognised Institution – maximum points available 4 Any previous short courses – maximum points available 3 Any previous workplace programs – maximum points available 3
3. Letter of Support The following information will be required to be detailed in a letter of support from the applicant’s employer: Confirmation of the applicant’s position/responsibilities in the organisation – maximum points available 2. An indication of how the program will be beneficial to both the applicant and the organisation – maximum points available 3. An assessment of the applicant’s ability to cope with independent study via distance education – maximum points available 3. Whether the company will be prepared to give the applicant time off and/or provide financial or other forms of assistance – maximum points available 2.

4 | Academic Progress CPEE expects Special Entry applicants to display strong and continuing progress in the program. If difficulties arise candidates are urged to contact CPEE immediately.
Application Process Applicants for Special Entry should complete an enrolment form for the program and include the required additional information by the enrolment deadline. Applicants will be notified in writing within 4 weeks of submitting an application of their results.
