The purpose of CPEE is to promote, encourage, foster and develop integrated education, training and research for the advancement of the science of road pavement technology. CPEE operates as a not for profit association under the Associations Incorporated Reform Act 2012 (Victoria).

CPEE will continue to be the pre-eminent provider of specialist education for the road and pavement industry in Australia with future scope to export internationally.

Mission

CPEE will continue to build professional skills capacity in the design, construction and maintenance of road, pavement, transport, assets and infrastructure by growing essential expertise through our unique programs and courses. CPEE will continue to offer both short intensive courses and accredited PG courses leading to formal PG qualifications in an online environment. All courses are designed and delivered by industry experts for the benefit of industry through upskilling the workforce with state-of-the-art knowledge that is reflective of best practice.

Strategic Focus Areas

1. Education Excellence & TEQSA Accreditation

CPEE will strive to be an excellent provider of specialist engineering courses and provider of specialist engineering related qualifications and will maintain TEQSA accreditation of all PG courses.

This will be achieved by:

  • Maintaining and monitoring Academic Governance through the Academic Board and
    key sub-committees including LTCC and PAC and a framework of Policies, Procedures
    & Guidelines and Quality Systems
    Continuing to offer a suite of online accredited specialist post graduate courses and a
    suite of professional short courses that provide specialist knowledge to industry
    practitioners
  • Providing a pathway link between the short courses and the post graduate courses
    through micro-credentialling for students wishing to pursue higher degree qualifications
  • Ensuring all course material remain current and reflective of the latest practices and
    trends in the road engineering, asset management and tertiary education markets in
    Australia.
  • Continuously reviewing the academic performance through student experience
    surveys, teaching surveys and student performance measures.
2. Stakeholder Engagement and Enrolment Growth

CPEE will maintain support and active involvement from key foundation partners Austroads and AfPA and their membership organisations as well as other stakeholders. CPEE will continue to expand its reach to prospective students and increase its enrolments.

This will be achieved by:

  • Seeking annual ‘candid/without prejudice’ reflections from foundation members on the organization performance of CPEE using qualitative and quantitative measure

    Identifying the educational and professional development needs of the key
    stakeholders and ensure that the CPEE short course and PG course programs satisfy
    theses needs and address the latest practices and trends in industry. Seek feedback
    from key stakeholders on the relevance of CPEE PG qualifications to skill development
    of their staff
  • Encouraging the key stakeholders to support staff and associates to undertake CPEE
    short courses and PG courses as part of professional development. Focus on the
    engagement of key stakeholders in Government (Federal, State and Local), industry
    organisations and relevant professional associations in the roads, roads construction
    and asset and project management sectors of Australia. Encourage the use of MoU to
    formalise relationships between stakeholders and CPEE
  • Developing scholarship opportunities with stakeholders that address excellence, equity and diversity to assist students in undertaking further studies with CPEE
  • Developing collaborative partnerships with Universities to enable university students to access CPEE subject/unit course materials
3. Organisation and Financial Performance

a) Organisation Performance and TEQSA registration

CPEE will maintain TEQSA registration as a private provider of higher education and
continue to improve its organization capacity.

This will be achieved by:

  • Maintaining ongoing TEQSA registration through an appropriate framework of
    Corporate and Academic Governance including a Risk Management plan and Quality
    Assurance plan, all of which are monitored and reviewed regularly

    Continually monitoring and enhancing the marketing plan for CPEE to ensure targeted
    growth outcomes are achieved
  • Ensuring the continued use of appropriate enterprise systems for organizational
    administration and for managing communications with students and staff to maintain
    the quality of all products and services
  • Ensuring effective internal communication throughout the organization including
    Council, Academic Board, Professional staff, Academic staff and students.
  • Maintaining a people focus to enhance staff and student engagement, staff
    development opportunities, annual staff reviews and effective succession plans for key
    staff including Unit Chairs

b) Financial Performance

CPEE will maintain a financially sustainable business with a minimum surplus of 5%.

This will be achieved by:

  • Maintaining a continuous focus on annual growth in the short course and accredited
    PG course income through education excellence reflective of stakeholder needs

    Continuing to explore other opportunities for revenue diversification such as partner
    revenue with universities and international opportunities
  • Ensuring financial efficiencies through focused and effective organizational practices

Our Role

CPEE Corporate governance is primarily concerned with its institution's legal and financial standing, planning, compliance and reporting, which are the core responsibilities of the CPEE governing Council. The academic functions of CPEE are delegated to its Academic Board by the CPEE Council and are primarily concerned with the integrity of the core higher education activities of teaching and scholarship and in particular the structures and policies and processes which ensure quality outcomes.

Academic Board

Our Role

The Academic Board is constituted to ensure that the teaching and delivery of the higher education awards will be under the jurisdiction of appropriately qualified academics and professionals. As a result, students and the relevant agencies in the Victorian and Commonwealth Governments can be assured that CPEE higher education programs will be presented and monitored by an accredited, reputable body. Academic governance is primarily concerned with the integrity of the core higher education activities of teaching and scholarship and in particular the structures, policies and processes which ensure outcomes that meet or exceed those required by the Higher Education Standards Framework.
